First, I'd like to thank you all for the wealth of information on CE that you have provided to mentor others. I am interested in using the Harvey Elementary Summer Class with my 8 yo daughter. However, I was wondering if it is better to wait and teach grammar along with a study in Latin vs. in isolation. What are your thougths and recommendations?

I could argue for either option, Kim.
It would depend much on the kid and his or her interest in grammar and Latin, as well as whether grammar is going to be difficult or easy for this student.
In general, starting Latin and grammar (English) in 3rd grade has become standard for classical education that I have seen around the web. My kids all did so, and it seemed to work well. However, if you're not planning to start Latin yet, that is no reason to hold back on grammar. They complement each other, and whichever one you started first, will greatly aid the other when you start it.
