Can the Harvey's Revised Grammar be used instead of buying the Harvey's Elementary? I am starting CW with an older child who is already a strong writer and has excellent grammar skills, but hasn't studied the progym. Just trying to figure out how to adapt this program to his level!

For an older child with excellent grammar skills, you could definitely jump into Harvey's Revised. In some respects, the Harvey's books "spiral"; they treat the same basic topics again and again in greater depth.
HE (Harvey's Elementary) Part I takes a first run through the parts of speech (with other stuff mixed in). HE Part II takes a second run through. HR (Harvey's Revised) "Etymology" take a third run.
Each of these goes in greater depth.
HR "Syntax" is something else again. This is not the same. Once you have basic parts of speech under your belt, I would suggest this section as the most important to master, esp. p. 107-145. This will give you that bird's eye view of grammar and how sentences work at the phrase and clause level.
If you find that Harvey's Revised is too complicated, skip the Remarks and Cautions. (Come back to them later, or use them for reference when you get stuck.) You can always go back to the Elementary for a simpler approach as well.
